What does the recreation and open space component of the precinct proposal include?

    We are exploring opportunities to deliver high-quality recreation and open space facilities within Victoria Park.  This may include a range of upgrades to sporting fields, landscaping, pathways, recreation areas, or community facilities as part of broader planning for the precinct. Community feedback will help inform the future planning and design for this space

    Will sporting fields or recreation areas be removed?

    We are investigating how sporting fields and open space can be improved over the long term. No final layout has been determined, but the project will not reduce sporting and recreational space in the precinct.

    What does the residential component of the precinct proposal include?

    We are exploring opportunities for residential development at Victoria Park which could include a variety of housing types. Any future housing would be considered alongside upgrades to open space, recreation, community facilities, and infrastructure to help support the growing needs of the community. Investigations are still at an early stage, and no final decisions have been made about future land uses or development outcomes.

    Will the precinct upgrade affect local traffic?

    Additional housing as well as recreation and the BESS are being considered in the precinct, so an increase in traffic can be expected.  Impacts will be assessed as part of future planning and technical studies. Construction activity may result in temporary increases in vehicle movements, but measures would be implemented to minimise disruption to nearby residents and park users.

    What is a Battery Energy Storage System (BESS)?

    A BESS stores electricity when demand is low and releases it when demand is high. This helps balance the energy system, reducing pressure on the grid during peak demand periods by providing backup energy to the system when needed.

    As energy demand continues to grow, battery storage is playing an increasingly important role in keeping the electricity grid stable and reliable.

    How will the BESS support renewable energy?

    Battery storage helps capture and store electricity. Batteries can store energy generated from renewable sources such as solar and wind, as well as traditional energy sources. Having battery facilities allows renewable energy to be harvested at peak times (e.g., periods of high wind or solar capture) and held for use when demand is high. Batteries can also hold power from traditional energy sources when renewable sources are low, helping support a more stable and sustainable energy system overall.

    How will the BESS benefit the local community?

    Revenue created from the BESS will be used directly to upgrade sports fields and open space at Kayess Park as well as contributing to other council-wide work streams.

    Will the open space at Kayess Park change?

    We are in the initial stages of exploring how the Kayess Park precinct could be upgraded, while continuing to support community recreation and open space uses. No final designs or decisions have been made, and community feedback will help inform how the space could be used and improved in the future.

    How big would the battery be?

    The size and layout of any potential BESS is still being investigated. Early concept planning is exploring how it could fit within the site while maintaining and enhancing recreational uses and community access.

    Why can’t the battery be built somewhere else?

    We are investigating Kayess Park because of its proximity to key electricity infrastructure and its potential suitability for this type of project. Final layout and design will be further explored.

    Who would own and operate the battery facility?

    No final decisions have been made about ownership or operational arrangements of the BESS, but it is intended that we as Council, will remain the owner of the land.

    Will the battery make noise?

    Battery energy storage systems can generate some operational noise, mainly from cooling equipment and electrical infrastructure. Detailed acoustic assessments will be undertaken at the design and planning phase to ensure noise levels meet relevant standards and guidelines. To limit noise impacts, design measures such as noise attenuation walls may be incorporated.

    Will the BESS be visible from surrounding homes or streets?

    Visual impacts are one of the key considerations that will be explored during the design and planning phase.  Design measures such as landscaping, screening, setbacks, and site layout may be included to reduce visual impacts as much as possible.

    Would the battery operate all day and night?

    Battery systems generally operate automatically and may charge or discharge electricity at different times of the day depending on energy demand. Operational details would be confirmed during future design and assessment stages.

    Will this project increase electricity costs for residents?

    The project is intended to support electricity reliability and network stability. While we  cannot guarantee impacts on individual energy bills as electricity pricing is managed through the broader energy market, increasing energy reliability and stability more broadly can reduce outages and decrease peak-time energy pricing.

    What happens if there is a fire or emergency?

    BESS sites must comply with strict Australian safety standards, fire protection requirements, and emergency management procedures. As the project progresses, emergency services and technical experts will be involved in the planning and assessment process.

    Why are we considering this project now?

    We're exploring opportunities for urban renewal and city revitalisation projects to improve social, economic and environmental outcomes in Campbelltown.

    The Bow Bowing Minto Urban Renewal Precinct provides an opportunity to deliver improved recreation and open space facilities, additional housing and a battery energy storage system (BESS).

    The BESS could support a more reliable and resilient energy network while also delivering long-term benefits for the local community. Australia is moving towards a more sustainable energy mix, and with few viable sites, Kayess Park presents a unique opportunity to facilitate this project.

    What approvals would be required?

    All housing, recreation and open space and BESS proposals will be subject to planning approvals, incorporating detailed technical, environmental and community assessments in accordance with NSW planning requirements.

    How long would construction take?

    As the project is still in the early investigation stage, construction timelines for the proposed recreation, housing and BESS have not yet been determined. More detailed information about staging and timing will be shared with the community as the project progresses.
