PHASE 2 COMMUNITY CONSULTATION - AUGUST 2026

As part of a broader urban renewal of the Bow Bowing / Minto area, Campbelltown City Council is exploring additional residential development, enhancement to sport and recreation facilities and open space, and the potential for a Battery Energy Storage System (BESS) across Kayess Park and Victoria Park in Minto and land within Bow Bowing.

What is proposed at Kayess Park?

Kayess Park has been identified as a potential location for a BESS, due to its proximity to existing electricity infrastructure, including the Ingleburn Substation, and its ability to support energy supply during periods of high demand. It is one of the few suitable sites in Sydney capable of accommodating this type of infrastructure.

A BESS stores electricity when demand is low and releases it when demand is high. At a local level, a battery energy storage system can help reduce pressure on the electricity network, particularly during peak demand periods, supporting more reliable energy for homes and businesses. The construction and maintenance of the BESS can be expected to create more local jobs and spending.

Early concept investigations are exploring how this type of battery facility could be integrated into Kayess Park, while also delivering upgrades to sporting fields and open space for the local community to enjoy. Community feedback will play an important role in shaping future designs and informing the project as it progresses.

What is proposed at Victoria Park?

In line with Kayess Park upgrades, we are exploring opportunities to deliver high-quality recreation and open space facilities within Victoria Park. This may include a range of upgrades to sporting fields, landscaping, pathways, recreation areas, or community facilities as part of broader planning for the precinct.

We are also exploring opportunities for residential development at Victoria Park which could include a variety of housing types. Any future housing would be considered alongside upgrades to open space, recreation, community facilities, and infrastructure to help support the growing needs of the community.

What is proposed at Bow Bowing?

While retaining the majority of the Bow Bowing lot as open space and existing parkland, we are exploring opportunities to provide additional housing adjacent to the existing housing along Carnarvon Street and Central Park Drive, Bow Bowing. The housing would be similar in type and density to that already existing in the Bow Bowing area.

The majority of the existing grassland area would be repurposed and utilised for both passive and active recreation and sporting facilities, making better use of land and supporting the future growth of our community. Upgrades could include sporting and recreational space, as well as increased pedestrian links to public transport and Kayess Park and Victoria Park in the East.

We are currently in the first stage, and are seeking initial feedback from the community before any decisions are made. Your feedback will help us understand local priorities and identify opportunities to refine the project as it progresses.

If you submitted feedback during the initial consultation phase in June 2026, you do not need to complete this consultation again, as your feedback has already been captured in the first round.
