Public Exhibition - Rosalind Park Planning Proposal


Council is seeking public comments on a Planning Proposal PP-2022-3252 and its supporting studies for the land known as Rosalind Park Precinct, located at:

  • 33 Medhurst Road, Menangle Park (Pt Lot 3 DP 622362, Pt Lot 2 DP 622362, Lot 58 DP 632328, Pt Lot 2 DP 622362, Pt Lot 3 DP 622362)
  • 65 Medhurst Road, Menangle Park (Lot 35 DP 230946)
  • 101 Menangle Road, Menangle Park (Lot 1 DP 589241)
  • 111 Menangle Road, Menangle Park (Lot 1 DP 622362)


About the Proposal:

The Planning Proposal seeks to amend the State Environmental Planning Policy (Precincts—Western Parkland City) 2021 (SEPP WPC) to facilitate the development of the new Rosalind Park Precinct. The proposal introduces a mix of low and medium density residential development, a local mixed-use centre, a future school site, environmental conservation areas, open space and recreation land, and supporting transport infrastructure. It also includes planning controls relating to building heights, lot sizes, biodiversity and koala protection, transport corridors, and the staged delivery of development, while incorporating the necessary planning provisions to support the precinct.

Council has not been appointed as the Local Plan-Making Authority for this proposal.

Development Control Plan

Council is working with the Department of Planning, Housing and Infrastructure on the preparation of a Development Control Plan (DCP) for the Rosalind Park Precinct.

Once the draft DCP has been prepared, it will be reported to Council for the purpose of seeking endorsement for public exhibition.

Exhibition Period:

The Planning Proposal, and supporting documentation, will be on public exhibition and available for public viewing from Wednesday 8 July 2026 to Friday 21 August 2026 at the following locations:

  • Council’s Administration Building at 91 Queen Street, Campbelltown
  • HJ Daley Library at 147-157 Queen St, Campbelltown
  • On this website under documents
