Campbelltown and the broader Macarthur region are experiencing significant population growth and economic change. These shifts are being influenced by global economic trends, technological transformation, and major regional infrastructure and development projects. In this context, updating Council’s Economic Development Strategy is important to ensure it reflects current conditions, emerging opportunities, and the evolving needs of the community and local businesses.

The Economic Development Strategy is intended to provide a clear framework to guide Council’s economic development activities and support informed decision-making regarding investment attraction, workforce development, and place-based economic initiatives. Care has been taken to align the Strategy with the aspirations identified in Council’s Community Strategic Plan, particularly the Strong Local Economy outcome.


Strategic Goals

The Economic Development Strategy identifies 3 strategic goals intended to support a resilient, inclusive and sustainable local economy. These goals provide a framework to guide Council’s economic development activities and reinforce Campbelltown’s role as a strategic centre within the Macarthur region.


1. Strengthen the foundations for a thriving economy

1.1. Expand Participation

1.2. Build a Skilled Local Workforce

1.3. Connect People, Places and Businesses


2. Foster a knowledge-driven, sustainable economy

2.1. Attract and Retain Commercial, Professional and Government Employment

2.2. Advance Catalytic Precincts and Projects

2.3. Cultivate a Collaborative and Sustainable Economic Ecosystem


3. Elevate our Experience, Visitor and Cultural Economy

3.1. Grow Campbelltown as a Vibrant Experience and Destination City

3.2. Strengthen Arts, Culture and Creativity as Drivers for Growth and Place Identity

3.3. Celebrate Aboriginal and Torres Strait Islander Culture as a Defining and Distinctive Feature of the City


While Council plays an important facilitative role, delivery of these outcomes will require coordinated action across all levels of government, industry, education providers, and the community.
