Consultation has concluded

Have your say on the Draft Voluntary Planning Agreement (VPA) in association with a development application at Lot 3 (168) Narellan Road, CAMPBELLTOWN (Development consent in connection with DA 1933/2022/DA-SW (Development)).

On 1 December 2022, approval was issued by the Land & Environment Court for Development Application No: 1933/2022/DA-SW, being for a subdivision to create 57 residential allotments and one residue lot, demolition of existing structures, clearing of vegetation, earthworks, construction of an underground onsite detention basin, construction of internal roads and cycleways and associated landscaping.

Franciscan Order of Friars Minor, as landowner, have made an offer under S7.4 of the Environmental Planning and Assessment Act to enter into a VPA with Council. In its consideration and assessment of the “offer”, the Land & Environment Court included as a condition of Consent that:

“Prior to the issue of a subdivision works certificate, the appointed Principal Certifier shall be satisfied that the owner of the land has executed and entered into a Voluntary Planning Agreement with Campbelltown City Council in accordance with the Applicant’s offer contained in the letter prepared by Franciscan Order of Friars Minor to Campbelltown City Council dated 14 February 2024, and the Voluntary Planning Agreement has been registered on the title of the land.”

The objective of the Draft VPA is to provide development contributions towards local infrastructure required in order to facilitate the Development as shown in Schedule 3 – Monetary contributions.

Development Contributions to be provided by the Developer under the Draft Planning Agreement generally comprise the following:

  1. Provision of roads, footpaths and onsite detention basin - $1,703,135
  2. Dedication of Lot 954 in DP 1027535 as a public road – Not Applicable.
  3. Construction of 87m of shared footpath on Lot 954 - $17,861
  4. Monetary Contribution – Loss of Koala Habitat as per the Koala Plan of Management – $44,578.56
  5. Monetary Contribution – Maintenance of the Onsite Stormwater Detention Basin - $300,000

The total contribution value to be delivered is $2,065,574.56
