Council, at its meeting on 29 October 2024, resolved to exhibit the Draft Code of Meeting Practice with amendments to a number of provisions of the Code.

The purpose of the Code of Meeting Practice is to set out the manner in which meetings of Campbelltown City Council are to be convened and conducted, to be an effective aid to good governance in accordance with the following principles:

  • Transparent: Decisions are made in a way that is open and accountable.
  • Informed: Decisions are made based on relevant, quality information.
  • Inclusive: Decisions respect the diverse needs and interests of the local

Council, at its meeting on 29 October 2024, resolved to exhibit the Draft Code of Meeting Practice with amendments to a number of provisions of the Code.

The purpose of the Code of Meeting Practice is to set out the manner in which meetings of Campbelltown City Council are to be convened and conducted, to be an effective aid to good governance in accordance with the following principles:

  • Transparent: Decisions are made in a way that is open and accountable.
  • Informed: Decisions are made based on relevant, quality information.
  • Inclusive: Decisions respect the diverse needs and interests of the local community.
  • Principled: Decisions are informed by the principles prescribed under Chapter 3 of the Act.
  • Trusted: The community has confidence that councillors and staff act ethically and make decisions in the interests of the whole community.
  • Respectful: Councillors, staff and meeting attendees treat each other with respect.
  • Effective: Meetings are well organised, effectively run and skilfully chaired.
  • Orderly: Councillors, staff and meeting attendees behave in a way that contributes to the orderly conduct of the meeting.

The Council resolved that the Draft Code of Meeting Practice be amended as follows:

  • Altering the order of business to commence the meeting with the acknowledgement of country as the first item of business to ensure consistency with the protocol employed at other Council events (clause 8.1)
  • Amend the submission date for Notice of Motion and Questions with Notice to be 12 noon 8 days prior to the meeting (instead of 9am Tuesday) (clauses 3.10 and 3.14).
  • Clauses 4.5 and 4.6 be deleted removing the requirement to livestream Councillor briefings.
  • Clause 11 be amended to reflect that every vote of Council is recorded by name of those who vote for the motion and those who vote against the motion and those votes be recorded in the Council’s minutes for the meeting for items within sections 8, 10,11, 12 and reports within section 14. Noting this will remove the need for a division process, therefore removing 11.5-11.8 as well as 11.13 and replacing it with a new clause 11.5 being “All voting at Council meetings (including meetings that are closed to the public) must be recorded in the minutes of meetings with the names of Councillors who voted for and against each motion or amendment, (including the use of the casting vote), being recorded".
  • All references to the General Manager be replaced with Chief Executive Officer.

The proposed amendments are included in the exhibition draft of the Code of Meeting Practice in red and proposed deletions struckthrough with the exception of the changes in references from General Manager to Chief Executive Officer.

Due to the upcoming holiday season, Council has extended the exhibition and submission period to 8 weeks.
