On Exhibition – Draft Campbelltown Local Infrastructure Contributions Plan 2018 (Amendment 1)

Council, at its meeting on 10 October 2023, resolved to exhibit the Draft Campbelltown Local Infrastructure Contributions Plan 2018 (Amendment 1). This draft plan aims to provide essential local infrastructure throughout the Campbelltown Local Government Area.

The Draft Plan represents a 5 year review of the existing Plan, which came into effect on 19 December 2018, and seeks to make minor amendments and housekeeping as detailed below.

In accordance with clause 213 of the Environmental Planning and Assessment Regulation 2021, the draft plan will be on exhibition and available to review from Tuesday 17 October to Tuesday 14 November. Hard copies will also be available for viewing at the following locations:

  • Customer Service Centre - Corner Queen and Broughton Streets, Campbelltown
  • HJ Daley Library - 1 Hurley St, Campbelltown
  • Eagle vale Library - 25 Emerald Drive, Eagle Vale
  • Glenquarie Library - 12 Brooks St, Macquarie Fields
  • Greg Percival Library - Cnr Oxford Rd and Cumberland Rd, Ingleburn

    Clause 214(2) Environmental Planning and Assessment Regulation 2021

    Council, at its Ordinary Meeting on 10 October 2023 resolved:

    1. That Council endorse the public exhibition of the proposed amendments to the Campbelltown Local Infrastructure Contributions Plan 2018 for a period of at least 28 days.
    2. That Council note that the Campbelltown Local Infrastructure Contributions Plan 2018 (Amendment 1) will, if adopted, repeal the Section 94 Development Contributions Plan – Glenfield Urban Release Area May 2007
    3. That following the public exhibition either:

    a) Where objection(s) are received to the draft Plan a further report be presented to Council on those objection(s), or

    b) Where no objection(s) are received during the exhibition period, the draft Plan be adopted as exhibited and a public notice placed on the Council website within 28 days of the completion of the exhibition, with the date of the public notice being the effective date in which the Plan will come in force.

    No submissions were received during the public exhibition period.

    Accordingly, the Plan is approved in the form in which it was publicly exhibited.

    The Contributions Plan aims to provide essential local infrastructure throughout the Campbelltown Local Government Area. Development contributions are levied on certain development to help fund essential local public infrastructure, such as open space and recreational facilities, community facilities, key road and transport facilities.

    In accordance with the Ministerial Direction (Section 94E) dated 21 August 2012, the maximum amount that can be levied on residential development is capped at $20,000 per lot/dwelling.

    The Campbelltown Local Infrastructure Contributions Plan 2018 (Amendment 1) will come into force on Monday 27 November 2023 and apply to all new development applications or Complying Development Certificates made on or after this date.

    It does not apply to development applications or applications for a complying development certificate submitted before the date this plan commenced. Instead, such applications will be determined against the relevant contribution plan that applied at the date of lodgement.
